Representatives from various regions of Tamazgha and the Amazigh diaspora, meeting from October 24 to 26, 2025, in Mugadir (Essaouira, Morocco), for the 9th congress of the Congrès Mondial Amazigh / Amazigh World Congress (CMA), analyzed the prevailing situations in the different countries and drew the following conclusions:
The governments governing the countries of Tamazgha all pursue a policy of socioeconomic marginalization of the Amazigh people, the plundering of their resources, and the dispossession and appropriation of their lands and territories. Amazighs suffer racism and discrimination in all areas. They are treated as second-class citizens. Any demand for rights and even any free expression is repressed with completely unjustified and disproportionate severity. In all the countries of Tamazgha, the methods may vary, but the goal of the states seems to be the same: to eradicate Amazigh identity. The CMA assembly, meeting in Mugadir, wishes to denounce in particular the hostage-taking of the kabyle people and the fierce, behind-closed-doors repression carried out by the Algerian military against the kabyle people. The CMA assembly rejects and firmly denounces the criminalization of the Movement for the Self-Determination of Kabylia (MAK) as well as the arbitrary convictions of Amazigh political activists and human rights defenders. The CMA assembly expresses its full support for the former co-president of the CMA, Kamira Nait Sid, a victim of the Algerian dictatorship, as well as for all Amazigh people in Algeria, particularly the At-Mzab, Chawi, and Kabyle peoples.
The delegates also expressed their full support for the Kel-Tamasheq people of Azawad, whose civilian population, in particular, is suffering massacres at the hands of the Malian army, supported by mercenaries from the Wagner Group and Afrika Corps, with complete impunity. The conflicts and violence in the resource-rich Kel-Tamasheq territories have been deliberately fueled for decades by foreign interests. The delegates also stand with the Amazigh people of Tunisia, as well as those of Libya and Siwa, who continue to suffer marginalization and severe discrimination. The canarian people are subjected to a genocidal process that began with the Spanish invasion of the Canary Islands in the 15th century. It continues today in various forms, such as the suppression of the indigenous Canarian language and culture, mass European immigration, and the tourism industry, which degrades the environment and depletes the archipelago's natural resources without any benefit to the canarian people. The CMA supports the right to self-determination of the canarian people.
The Amazighs demand the following from the governments of North Africa:
- The full, effective, and immediate implementation of Tamazight's official language status in Algeria and Morocco,
- The recognition of Tamazight as an official language in all Tamazgha countries where it does not yet have this status,
- The recognition and respect of the right to self-determination of the Amazigh peoples in their territories, in accordance with international law,
- The recognition of the Amazigh people as the indigenous people of the Tamazgha countries,
- The recognition and respect of the United Nations Declaration on the Rights of Indigenous Peoples,
- The effective implementation of the United Nations recommendations on human and peoples' rights,
- Respect for and effective implementation of the international conventions and covenants ratified by the States,
- The immediate cessation of the expropriation of Amazigh people and the appropriation of their ancestral lands, and the restitution of lands already stolen and appropriated,
- The abolition of all laws and measures that have allowed the plundering and appropriation of Amazigh lands and natural resources;
- The full and complete participation of indigenous Amazigh communities in all decision-making processes that concern them, in accordance with the principle of free, prior, and informed consent enshrined in international law;
- The immediate release of all Amazigh political prisoners in Algeria and Morocco, and their fair compensation for the material and moral damages they have suffered;
- The initiation of legal proceedings against those responsible for and perpetrators of serious human rights violations in our countries;
- The recognition and respect of equality between men and women and the encouragement of women and young people to participate in the activities of the Amazigh Movement and in local public life;
- The abolition of the death penalty in all countries;
- The immediate opening of all state borders, the elimination of visas, and the guarantee of complete freedom of movement within North Africa.
Furthermore, the Amazighs urge African and United Nations bodies to:
- Demand that States respect their obligations arising from the implementation of adopted international declarations, principles, pacts and conventions,
- Establish a binding mechanism to monitor the conclusions and recommendations of UN treaty bodies;
- Implement effective mechanisms and measures to combat impunity;
- Accept invitations extended by Amazigh institutions and organizations to the various special procedures of the AU and the UN.
To Amazigh organizations:
- Organize popular mobilizations to defend and promote Amazigh rights,
- Ensure follow-up on the ground of recommendations made by Amazigh organizations and international bodies,
- Systematically invoke international law, particularly in acts of protest and advocacy,
- Increasely request the Congrès Mondial Amazigh/World Amazigh Congress to mobilize its expertise to assist Amazigh individuals and communities, especially regarding matters related to international law,
- Publicly and systematically express solidarity with all Amazigh victims,
- Ensure that Amazigh communities are effectively involved in the management of their natural resources and territories, and in their development plans,
- Ensure that public and private companies investing in Amazigh territories respect the rights of Amazigh populations and do not degrade their environment or harm their health and well-being.
